Specifically, the project seeks to enhance community participation in development and implementation of county legislation and policy in county governments. The project targets communities around the Yala Swamp (Busia County & Siaya County).

The project will carry out various activities. These shall include: research on actual avenues for public participation in decision making including laws at the county government level; and awareness creation meetings in villages across the target area among other issues.

It is expected that by the close of the project, there shall be:

• Increased awareness of new devolved governance structures and avenues of public participation in decision making at county government level.
• Enhanced participation of communities in decision making regarding natural resource management
